The In-Created City of Valparaiso: Disaster Dialectics for Space Identity

Project overview

The construction of identity is a complex process, not only in the temporary sense, but also in the spatial context as well. Chile, constrained in the Latin American situational context, conforms a fine example of the unsatisfactory urban planning towards risk management; which leaves the country in a self-imposed implementation of mitigation policies and reaction from disasters. From the geographical issues (ecological, urban, social injustice and gentrification processes), I intend to analyse positions on dwelling as well as accountability perspectives; so as to arrive, finally, to establish the social, cultural, political and economic factors as to which an urban and sustainable space should be capable of enduring risk; exemplifying with the great fire that took place in Valparaiso this 2014.

Aims/objectives

The primary aim of this project is to engage on the constructional aspects on identity elements of the Chilean conception of space and place.

Regarding the above, the objectives are:

  • Describe the mitigation policies of risk management issues in Chile
  • Analyse data of the latest hazard occurred in Valparaiso, Chile; to contrast and compare different scenarios on which the policies had been applied.
  • Reflect critically on the effects of the above, so as to respond the contradiction “reaction v/s planification” tradition in risk management, and how that does impact in the Chilean understanding of space and place.
