Project title

Identifying and Overcoming Constraints on Establishing Feasible National REDD+ Monitoring, Reporting and Verification Systems

Project overview

The Reducing Emissions from Deforestation and Degradation (REDD+) scheme is close to becoming operational (COP, 2014). However, the full potential for using satellite images for large-scale forest monitoring has still not been realized, 40 years after the first Landsat satellite was launched. In tropical countries, even national forest area surveys may be held only every 20 years. This will have to change if the REDD+ scheme of the UN Framework Convention on Climate Change (UNFCCC) is to become operational, since national Monitoring, Reporting and Verification (MRV) Systems will be needed to monitor reductions in rate of deforestation and forest degradation, and associated rates of carbon emissions to provide reliable evidence for securing international compensation.

This project will address these challenges by: (a) identifying and analyzing the organizational and technological difficulties which developing countries have already encountered in making their preparations for participating in REDD+; (b) studying the difficulties which developing countries encounter in establishing actual REDD+ programmes from 2014 onwards; and (c) proposing generic organizational and technological solutions which can be adopted by all developing countries participating in REDD+.
